The Bank of Tanzania, as the National Secretariat to the National Council for Financial Inclusion, is mandated to develop and issue sets of documents with the view to among others, providing guidance and prohibiting malpractices in the financial sector. In implementing this mandate, the Bank in collaboration with other stakeholders, develops national financial inclusion frameworks, regulations, circulars, guidelines and procedures on various matters related to financial inclusion, credit guarantee schemes, and consumer protection.

The national frameworks intend to coordinate financial inclusion initiatives from various stakeholders including Government Ministries relevant to financial inclusion matters, Regulatory Authorities, Financial Service Providers, Industry Associations as well as Development Partners. Further, to provide detailed guidance and reinforce market discipline and consumer protection, the Bank of Tanzania issues Regulations, Circulars, Guidelines and Procedures;
