The Governor of the Bank of Tanzania, Mr. Emmanuel Tutuba, participated in the concluding session of discussions between the Government of Tanzania and a team of experts from the International Monetary Fund (IMF). The meeting took place on April 17, 2025, at the Bank of Tanzania offices in Dar es Salaam and was chaired by the Minister for Finance, Hon. Dr. Mwigulu Nchemba.
These discussions followed the completion of the fifth review of the implementation of the Extended Credit Facility (ECF) program, which provides concessional financing to support the country's economic development through productive sectors and social services. The review also included the second phase of the implementation of the Resilience and Sustainability Facility (RSF), aimed at helping Tanzania address the impacts of climate change.
Speaking at the meeting, Dr. Nchemba expressed satisfaction with the report presented by the IMF Mission Chief, Mr. Nicolas Blancher. The report showed that Tanzania has successfully met the IMF benchmarks under both the ECF and RSF programs.
Dr. Nchemba emphasized that the Government will continue to oversee the implementation of these programs with great diligence. He noted that the total value of the two programs amounts to USD 1.832 billion, with USD 1.1 billion allocated to strengthen the economy through productive sectors, and USD 786 million dedicated to climate change mitigation efforts. These programs are expected to be implemented over a four-year period from the 2022/2023 to 2025/2026 financial years.
For his part, the Governor of the Bank of Tanzania, Mr. Emmanuel Tutuba, stated that the Government, through the Central Bank, continues to foster a business-friendly environment, especially for the private sector, by formalizing business activities through credit guarantee schemes managed by the BoT.
Meanwhile, Mr. Nicolas Blancher confirmed that the fifth review had shown significant progress in the implementation of both the ECF and RSF programs. He recommended that the Government continue to take further steps to improve social services and the business and investment climate.
